A thermostat measures temperature where it sits, not the average of the whole house. If it sits in a draft, near a sunny window, near a kitchen, or above a vent, it can read warmer or colder than the rooms you live in. That mismatch feels like the furnace is wrong, even when the furnace is heating correctly.
Wiring and signal faults can also cause a mismatch. A loose wire or a failing thermostat can send a weak or erratic signal, so the furnace runs when it should not, or stops when it should run. A control board fault can look similar, which is why testing the signal path matters.
